And there is something called a "Lore Name" amongst Elves. It's mainly a title, and tends to list what the Elf has accomplished, or something special about them that will stand out in lore.
Elrond is Half-Elf, which explains Peredhil. Legolas's name translates to Greenleaf, and Arwen is the Evenstar of her people.
I tend to think that it would go better to call him Thranduillion, which is "Son of Thranduil", since everyone else in Middle-earth at the time liked to call each other "Gimli, son of Gloin" or "Aragorn, son of Arathorn".

I mean, you are correct in saying that technically he should be Legolas Thranduilion, following the patronymic formula, but here's my reasoning behind it: as I've already mentioned, and you put a better name to, the Elves tend to follow the Lore Name formula. Now, like the historical version of that, the Elves had to earn their names. Arwen's was obvious - like you said, she was the Evenstar of her people. Elrond's is obvious as well. But Legolas - apart fro anything else, he belongs to a different race of Elves (belonging to the Silvan elves, as opposed to Elrond and Arwen, who were of the Sindar). Who's to say they don't follow their own rules in naming? But OK, let's say they do follow the Lore naming formula. What has Legolas done to warrant a different name?
Although, thinking about it, I think it's more feasible that it's different naming patterns for the different types of Elves. Like I mentioned above, the Sindarin Elves like Elrond and Arwen seem to follow the Lore name pattern. The Noldorin seem to be the only ones wo follow the patronymic formula, like Gildor Inglorion. The Silvan Elves, like Legolas, tend to follow the translation method.
